本課程探討國際人權法及其發展的重要議題。本學期主要為國際人權法的通論，針對聯合國、國際人權公約條約以及區域人權公約等三大人權保障機制作初步之介紹及討論。聯合國憲章、世界人權宣言、公民及政治權利國際公約、經濟社會文化權利公約、婦女人權公約、禁止酷刑公約的主要內容、執行機制及其成效，都在課程討論之列。此外，區域人權保障機制如歐洲人權公約、美洲人權公約及非洲人權憲章的內容以及成效，亦為課程進行重點。國際人權法上的新興議題如跨國公司的人權責任、全球氣候變遷所引發的人權議題，亦將有所觸及。

I. Course Description
This course is designed to provide students with the understanding of important issues in international human rights law and its development. United Nations, covenants, conventions and treaties of international/regional human rights are the three major mechanisms for human rights protection. The discussion also covers the major texts of the UN Charter, the Universal Human Rights Declaration, the International Covenant on Civil and Political Rights, the International Covenant on Economic, Social and Cultural Rights, conventions on human rights of women AND the United Nations Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. Their enforcing mechanisms and the efficiency for the protection of human rights are also included.
Besides, students will also study the text and discuss the efficiency of regional human rights protection mechanisms, such as the European Convention on Human Rights, the American Convention on Human Rights, and the African Charter on Human and People’s Rights. Rising issues of international human rights law, including human rights responsibility of transnational corporations and increasing human rights issues caused by the global climate change will be taught as well.
